Chris Coles has over 25 years of management experience in public works and the private sector. As Principal Construction Engineer for Anchor Engineering, he provides project services for public sector owners, leadership and management of project and administrative staff, and advice to owners on constructability and value.
Chris has extensive experience in civil, building and utilities construction for diverse agencies including the US Navy, Union Pacific Railroad, utility and transportation districts, Caltrans, and California cities. He has received many awards and commendations for his work, and has been responsible for several award-winning public works projects.
He is experienced in managing federal, state, and local capital improvement programs, project planning, construction procurement, funding, specification writing, constructability reviews, scheduling, change order negotiations, and client relations.

Rick Nedell has more than 30 years’ design and construction management experience in the public and private sectors. He now specializes in construction claims analysis, expert services, and dispute resolution.
He is a principal in the firm responsible for project management, staff quality assurance, and technical support to construction managers and resident engineers. He is experienced in project planning, scheduling, cost estimating, constructability, and value engineering.
Rick’s mastery of construction management’s technical arcana – the complex nuts-and-bolts of scheduling, varied delivery methods, and contractual legalities – makes him an important resource for both Anchor and the Owner’s project team. He is an expert analyst of construction claims and has served as an expert witness. His attention to detail and broad knowledge have helped favorably resolve nearly all of those cases, often before they arrive in court.

Dr. Hecht has over 40 years of experience on projects for cities, counties, special districts and state government. He has worked extensively with all levels of the public sector—elected officials, government officials, transit agencies, railroads, community representatives, environmental groups, consultants, contractors, labor unions, and other special interest groups—as both an employee and consultant.
Harry has served as a Program Manager for several agencies, guiding large multi-project programs to successful accomplishment of scope development, funding, design, and construction. He is experienced in every facet of project and program life cycle, including planning, delivery method selection, procurement, public funding, personnel issues, constructability review, estimating, scheduling, claims management, change orders, claims mitigation and defense, and agency relations.
